On Earth following the Crisis Impact, Kei sets himself up in the public as a famous sci-fi writer, his novels Cosmo Chronicle, Galactic Battleship El-Shade, and The Ambient Starry Sky being inverse versions of Belial's encounters with Zero. When the AIB caught on to his true nature, vexed in Geed not making it easy, Kei is forced to steal the Ultra Capsules in Riku's possession. But Kei loses the Zero Capsule, forced by Belial to absorb the other six Ultra Capsules' energy which causes him to briefly lose his mind in a berserker rampage before being defeated by Geed Magnificent. After Belial's death, bent on making Riku suffer for his actions while using the Nebula House's resources to heal his Sturm Organ, Kei resolved to inherit the former's legacy and used nonfiction writer Arie Ishikari to acquire the Alien Empera and Dark Lugiel Capsules for his ideal final chapter.

But following his final battle with Geed in Okinawa, learning that Belial survived and observed him through Arie, Kei loses his Sturm Organ and forsaken despite his expression of being an integral part in his master's plan and resolves to continue aiding Belial until he drew his last breath during the final battle. While posing as a polite gentleman, Kei unveils a cruel and ruthless side when engaging in a battle.
As a Sturm, Kei possesses his race's Sturm Organ, which polarizes energies absorbed into his body, allowing him to create negation barriers and fire shockwave projectiles from his hand. Because of said organ, Kei had been storing energies from his battle with Geed and Zero under the purpose to strengthen himself but lost it when Belial tear the organ from his body to revive himself, leaving Kei with several days to live.
Through the Fusion Rise, with Belial's power coursing through him, he can Fusion Rise into hybrid monsters known as Belial Fusion Monster, that also have Belial's Color Timer on their chest via a Riser and a pair of Monster Capsules. By loading a single Monster Capsule to the Riser, he can summon a single monster based on it. The Belial Fusion Monster will forcefully disappear should their Monster Capsules overheated, forcing Kei to use another set or wait for the original to cool down. - Astral Projection : Alien Sturm are capable of communicating with beings from a distant galaxy. Their transmission signal is stated to be faster than lightspeed but is prone to being detected by certain forms of technology.
- Psychic Burst : Alien Sturm can focus their telepathic power into a medium like a video recorder and cause a burst of energy where the information feed is being received, resulting in machines malfunctioning and exploding.
- Sturm Organ : The natural organ of Alien Sturm outside their human-like appearance. Its function includes:
- Energy Transmutation : The Sturm Organ is capable of convert/manipulate/reverse the nature of energy, such as turning heat into cold. Kei used it per Belial's orders to corrupt the power of six Ultra Capsules, which forcefully transforms him into Pedanium Zetton.
- Force-field Generation : The signature ability of a Sturm is to erect a force-field consisting of reddish pentagons. This trait allows Zero to identify Kei's true identity in general.
- Teleportation : Alien Sturm can teleport, seemingly by dissolving their body before reconstituting at a different location.
- Deflection : Alien Sturm can block attacks by simply raising their palm and generating an invisible field of energy to deflect/block projectiles.
- The Sturm Organ is the vital part of an Alien Sturm, acting as their life support. Without it, they only have a few days to live.
- Carellen Element : From his own chest, Kei releases Carellen Element which would attract the Childhood Radiation and glued them to the bodies of living beings, thus creating the Little Star phenomenon.
- Intelligence : Kei was able to create Riku using a sample of Belial's genetic code, implying he has great scientific ability in the field of biology. He also seems to be an expert schemer hatching plans that only seem to fail due to unexpected variables.
- Riser : He has a Riser, same as Riku's. He obtained this by stealing it from the Land of Light.
- Kaiju Summon : Apart from allowing him to Fusion Rise, Kei can use the Riser to manifest a Kaiju by scanning it's respective Kaiju Capsules
- Kaiju Capsules : Kei has the Kaiju Capsules, as a purpose to summon Kaiju or combine them into Belial Fusion Monsters through his Riser. He can also create them by drawing a blank Ultra Capsule to absorb a defeated Kaiju's remains.
- Ultra Capsules : Kei was temporarily in possession of Riku's Ultra Capsules after stealing from Riku after his first battle with Riku as Pedanium Zetton. His own use is to convert the Ultra Capsules powers into malicious energy and transforms into Pedanium Zetton.
- Cane : Not so much of a weapon, but it is capable of knocking an Alien Neril and engaing in sword combat with Laiha.
- Dark Energy : Bestowed from Ultraman Belial, Kei possesses dark energies which serves as the main key of Fusion Rise into Belial Fusion Monsters. It appears that he needs to replenish his dark energy periodically. Whenever he uses them, a gleeful laughter of Belial can be heard from the background.
- Energy Shockwave : Kei can send a purple shockwave from his hands, this is strong enough to kill a Dada.
- Energy Blast : Kei can fire a blast of red energy from his hands.
- Energy Punch : Kei charges his fist with dark energy and punches the opponent. He does this to Riku, although he appears unscratched, partially due to his inhuman traits.
- Little Star Detection : Through Kei's own eyes, he is capable of detecting Little Star energy matters even from a distance. He retains these when transformed into Belial Fusion Monsters.

Skull Gomora

- Accessed with the use of Gomora and Red King Capsules, its finisher being the Skull Oscillatory Wave. This monster first appeared targeting a young Laiha by killing her parents in Mt. Mitsuse and harvest her Little Star. Six years later, it rampaged on Hoshiyama, targeting Eri's Little Star before being subjected to Geed's Wrecking Burst, allowing Riku to claim Leo Capsule based on Kei's anticipation.

- Accessed with the use of Eleking and Ace Killer Capsules, its finisher being Thunder Discharge. In its initial appearance, Kei used Thunder Killer as an attempt to strengthen Geed, allowing the latter to obtain Geed Claw. He used it again and fought alongside a summoned Zaigorg until he was defeated by Geed Royal Mega-Master.

- Accessed with the use of Zetton and King Joe Capsules, its finisher being Pedanium Meteo. It was first used to fight against Ultraman Geed to claim all his Capsules after putting their battle into a stalemate. When Belial forced him to absorb its power, Kei plunged it to his chest and rampaged across the city as Pedanium Zetton under the state of insanity before being defeated by Geed. Sometime later, Pedanium Zetton was utilized to hunt Gubila (a Little Star host) across the city and used his knowledge of Geed's Royal Mega-Master to overpower said Ultra before Gubila paralyzed him long enough for Geed to counterattack.

- Accessed with the use of King Joe and Galactron Capsules, its finisher being the Pedanium Hard Launcher. Although an original character in Ultraman Fusion Fight! Capsule Yugo, this fusion made its appearance in the Ultraman Festival 2017 and assumed by Ultraman Belial. King Galactron's appearance in the series was used by Kei Fukuide in against Geed and Zero while Arie tried to claim the capsules of Alien Empera and Dark Lugiel.
Kaiju Capsules
Monster Capsules are items created by Kei through infusing Hikari's Ultra Capsules and the essence of Ultra Monsters. These capsules allow them to utilize its power as a Belial Fusion Monsters or summon respective monsters into the battle. Even when not in use, a single capsule can still harm the surrounding environment with its presence. Belial's collection of capsules scattered across the city upon Chimeraberus' destruction, forcing AIB to collect them as possible before they could be used by other evil factions.
