Tsukuyomi is a woman from the year 2068 who guides Sougo Tokiwa to become Kamen Rider Zi-O. In 2068, Oma Zi-O was being attacked by the resistance, which Oma Zi-O manage to defeat them all with minimal effort. After declaring that no one will be able to beat him, Oma Zi-O snapped his fingers and kills almost all of the Resistance members, save from Tsukuyomi as she was pushed to a narrow rift by leader of the Resistance. She then decides to follow Geiz to 2018 to observe Sougo.

Tsukuyomi was shown to be a no-nonsense person but at least more friendly than Geiz as she tried to convince Sougo several times to not transform into Zi-O for the sake of the future, even willingly saved him from Geiz when the latter attempts to kill him. Tsukuyomi also shown to be quite the observant person as she analyzed Sougo's biography and actions thoroughly to determine whether he's really the Oma Zi-O or not.

Tsukuyomi is a ZX-like god on the Earth. He created the humans and was able to use the Magical Portals. He sealed the JUDO in Prison of Nothingness million years ago. When JUDO appears again, he tried to guide Ryo but was finally killed by JUDO.
