Aglin

Aglin is the former leader of The Hoods. His wife died in the Glades Earthquake, and he soon formed his gang drawing inspiration from the Hood. He, along with the rest of the Hoods, were taken down by the Arrow and placed in prison. It is unknown what he was like before the Undertaking, but after the death of his wife, Aglin became angry, vengeful and unstable as he was ruthless in killing people he saw as responsible for the quake, such as Oliver Queen who had nothing to do with the Undertaking, and he tries to justify his ruthlessness as acts of justice.

These negative traits of his are what eventually led to Aglin's deserved/justified incarceration. After the Undertaking, Aglin and the other members of The Hoods copied Oliver's tactic into scaring one percenters to stop taking advantage of people but they were much more violent. They eventually killed the current mayor, which was a ploy for Sebastian Blood to run for the now vacant mayor spot. Aglin claims that he was inspired by Oliver - under the persona of the Arrow, and that they are the same. However they are quite different; Oliver only kills his enemies in self-defense, or to save the lives of innocent people, but tries his best to avoid it, he never acts as judge, jury and executioner, he willingly gives his enemies a second chance, Oliver also never kills innocent people in his quest for justice.

was the alias of a member of the Time Masters. He was in charge of training Time Master hopefuls, such as Rip Hunter, and later opposed his old student's team in their quest to stop Vandal Savage. Declan was in charge of bringing the rogue temporal bounty hunter Chronos back under Time Master control, only for said "control" to backfire when "Chronos" refused to attack his friends and killed Declan instead.

Declan was a dutiful Time Master, who valued the orderly structure and the code of the group above all else, threatening to punish Rip Hunter and Miranda Coburn for breaking the rules of the organization. His adherence to order was also shown when he was in charge of bringing the rogue bounty hunter Chronos back into the fold, as Declan expressed fascination with Chronos as "the greatest of Time Masters' hunters", promising to make sure he goes back to hunting down temporal criminals and time pirates alike.

While Miranda Coburn and Rip Hunter were training as Time Masters, Declan commended the former, suggesting the latter could learn something from her. However, he later found them getting intimate, forcing them to stand before a disciplinary tribunal for breaking the Time Masters' code. Although initially giving them an hour, Miranda pleaded a moving case on her own, with Declan letting Rip know that she had accepted full responsibility.
