Despite the rivalry between all three districts, Taizan wishes for Japan to reunite. During Faust's raid on Touto facility, Taizan ended up having a heart attack, and entrust his son to take care of Touto during his absence. However, unbeknownst to Taizan, his son is secretly one of Faust's high-rank member Night Rogue. With Gentoku now in charge, Faust had managed to completely compromised the Touto government until Sento and Ryūga finally defeats Night Rogue, exposing his identity to Taizan who then orders his son to be taken into custody while apologizing to the Riders for the trouble Gentoku had caused them.

Unfortunately, Sōichi later poisoned Taizan causing him to fall unconscious which once again for temporarily, gives Gentoku emergency power to rule Touto. He eventually recovered thaks to Misora's power and immediately exiled Gentoku for his actions while also looking for a way to end the war with the least bloodshed. Unlike the ministers of Hokuto and Seito, Himuro is concerned about the reunification of Japan. Keeping in line with the pacifist ideals of Touto, he is against the idea of creating a military for war, but accepts the usage of Guardians as a necessary form of defense.
Himuro holds his son to a high standard, going as far as to scold him harshly upon learning his affiliation with Faust. Later, after knowing Gentoku lead an invasion to Hokuto, Himuro sever his family ties with Gentoku. He also personally apologizing to Sento and Banjou for what Gentoku did to them so far. And after knowing that they both forced to work with Gentoku, he decide to settle this problem by doing a battle between both Region Kamen Rider (Build for Touto and Grease for Hokuto) to end war between Touto and Hokuto for good.
