Seizan Tokugawa is the leader of the Shade organization. Originally an anti-terrorist unit, Shade was eventually disbanded when its acts of human experimentation were publicly revealed with Tokugawa being arrested. In retaliation, the remaining rogue Shade operators seized the TV Asahi building and made threats of a live broadcast for a single hostage to be killed every minute if their leader isn't released within two hours.
However, Shade member Goro, having regained his memory and transformed into Kamen Rider G, ruined that scheme. In his prison cell, Tokugawa vowed revenge, stating that traitors get the rose of death. As Kamen Rider G was a one-off special and thus its story was not continued, Tokugawa's ultimate fate is unknown. It is possible that Tokugawa was a human-turned Worm like his subordinates. Shade commander Daidō Oda was shown to assume the form of the Phylloxera Worm, with his four henchman transforming into Worms as well. However, Tokugawa's Worm form was not seen.
