Aoi Katsuragi is the member of a pick-pocketing ring and the daughter of a thief. Prior to her appearance in Kamen Rider Accel, she was a witness to her father's murder by Hiroshi Sagami yet she could not remember his face until Hiroshi revealed his identity as the Dopant to her.

Due to the event, Aoi viewed any police officer to be against her until she meets Ryu when she is targeted by the Masked Soldiers for unknowingly stealing the Gaia Memory Enhancing Adapter. As Ryu helps her get it to save her life, Aoi learns that she can change into a better person and turned herself in the end to start fresh
